Description

This workshop covers the basic concepts of the Regulatory Impact Assessment (RIA) methodology, aimed at CONATEL Paraguay officials involved in the design and development of regulatory projects. It focuses on methodological guidelines for its implementation and includes practical examples. The workshop will provide basic recommendations for the adoption of RIA in line with international best practices and will use the methodological guide developed by this consultancy1 as the base document. This in-person workshop will take place in Paraguay and is targeted at the CONATEL regulator.

It is aimed at officials from CONATEL Paraguay who are involved in the design and development of regulatory projects. The participation of multidisciplinary teams involved in the development of regulatory frameworks within the regulatory body will be encouraged.

It is ideal but not mandatory for participants to have experience in the design, construction, and development of regulatory frameworks and public policies.

At the end of this training, participants will be able to:

  • Apply conceptual, methodological, and practical guidelines of Regulatory Impact Analysis (RIA) to the issuance of regulations
  • Improve the design and quality of regulatory frameworks to be issued
  • Develop pilot projects for the application of Regulatory Impact Analysis

This training workshop is in-person and synchronous. It will include the analysis of key concepts, real-world case studies, and both conceptual and practical exercises, using the methodological guide developed by this consultancy[1]. At the end of the workshop, participants will be required to deliver a presentation demonstrating the application of the knowledge and skills acquired through a simulation of the full Regulatory Impact Analysis (RIA) process, based on a hypothetical case in the telecommunications sector—from problem identification to the final regulatory recommendation.

A total score greater than 70% is required to obtain the ITU certificate.

The disaggregated score of the activities are as follows: Presentation on the application of the knowledge and skills acquired through a simulation of the complete Regulatory Impact Analysis (RIA) process, based on a hypothetical case in the telecommunications sector 100%

Attendance and participation for the full duration of the training is mandatory for certification.
