Description

Organized by ITU and the World Bank, with support from the United Kingdom Foreign, Commonwealth & Development Office, the training on satellite regulations is designed to allow participants to gain greater knowledge and a more in-depth understanding of the key principles of satellite regulations with a focus on LEO satellite communications (Broadband and IoT). The course will examine the international legal and regulatory framework that governs the use and management of radio frequency spectrum and associated orbits, ITU's specific regulatory processes,  national and regional licensing and spectrum allocation frameworks, the roles and responsibilities of the different agencies, the importance of monitoring and enforcement, market access and service offerings. Participants will gain insights into technological and economic aspects, security, risk mitigation and resiliency requirements, and be familiarized with the World Bank*s procurement approaches on broadband connectivity with a specific focus on the role of satellite within the broader technology mix to achieve universal meaningful connectivity.

Practical scenarios and case studies will be utilized to illustrate the application of these regulations in real-world situations.

Qualifications or experience needed to participate in this training course:

  1. Basic Understanding of Telecommunications and Satellite Technology: Participants should have a foundational knowledge of telecommunications principles and satellite technology. This includes understanding how satellites operate and the basics of satellite communication.
  2. General Awareness of Space Operations and Management: A general understanding of space operations, including aspects like orbital mechanics, frequency bands, and space debris management, can be helpful, especially for engineers and academic participants.
  3. Legal and Policy Frameworks (For Regulators): Participants from policymakers and national regulatory bodies should ideally have some background in legal and policy frameworks related to telecommunications and space activities.
  4. Familiarity with International Regulations (desirable but not mandatory): While not a strict prerequisite, familiarity with international regulations and standards in the field of telecommunications and space technology will be beneficial. This will help in understanding the context and importance of the regulations being discussed.
  5. Problem-solving and Analytical Skills: The ability to analyze complex information and apply it to practical scenarios will be advantageous in understanding the regulatory processes and their implications for satellite projects.
  6. Enthusiasm for Learning about Space Regulations: A keen interest in the field of space regulations, international cooperation in space activities, and the role of entities like ITU is essential for all participants.

 

Selection criteria: 

Number of available places for the cohort: 35

Upon completion of this course, participants will be able to: 

  • Interpret the fundamental principles of Orbit-Spectrum International Regulatory Framework
  • Outline the roles and responsibilities of ITU in regulating satellite projects
  • Apply practical knowledge of international regulations for the use and management of radio frequency spectrum and associated orbits
  • Describe the regulatory frameworks and policy considerations governing LEO satellite communications
  • Relate the principles of satellite regulation to real-world scenarios through case studies.
  • Examine the standard contract and SLA provisions protecting contractor*s rights

The methodology integrates lectures, group exercises, case studies and peer-to-peer learning, and real-world application. 

Participants must attend at least 80% of the sessions to meet the attendance requirement.

09:30每11:00 每 Session 1: Introduction to Satellite Communications Regulation
Overview of Spectrum Orbit Resources and ITU International Regulatory Framework
By the end of this session, participants will be able to:

  • Explain the role of satellite connectivity in the digital ecosystem, including ITU spectrum regulations and treaties.
  • Describe the current landscape of satellite communications, particularly LEOs, in Africa.
  • Identify components of satellite system architecture and their integration with terrestrial systems (transponders, antennas, ground stations, user equipment, control systems), with a focus on recent LEO systems.
  • List satellite services and applications across sectors, including broadband communications, IoT, and D2D.

11:30每12:30 每 Session 2: Regulatory Procedures for LEO Networks
Topics include:

  • Regulatory process for LEO networks subject to coordination.
  • Regulatory procedure for LEO networks not subject to coordination.
  • BR software and databases.
  • Space sustainability, monitoring, and interference reporting (SIRRS).

By the end of this session, participants will be able to:

  • Explain the role of ITU Radio Regulations, frequency allocation, coordination, and interference mitigation for LEO networks.
  • Outline principles, standards, and issues concerning national and international procedures to allocate and coordinate frequencies, manage interference, and notify stations (terrestrial and space).

13:30每15:00 每 Session 3: Group Exercise 每 MIFR Submission
Capture the complete information to be submitted to ITU for a LEO satellite for its recording in the Master International Frequency Register.
Participants will:

  • Apply key principles of orbit/spectrum regulation.
  • Understand mandatory information required for BR submissions.
  • Use BR software for API, coordination, and notification requests under Articles 9 and 11 of the Radio Regulations.

Participants will examine:

  • Demand for satellite communication services.
  • State of competition.
  • System lifespan, capital and operational expenses, potential revenues, and taxation impacts.

Participants will examine:

  • Regulatory review, mandates, responsibilities, and consultation mechanisms.
  • Types of licenses and market access requirements (landing rights, earth stations, service licenses, gateways, spectrum license, orbital resources, customer terminals).
  • License fees, ownership requirements, and social obligations (e.g., universal service contributions).

Activities: Presentations, videos, participant presentations (e.g., Kenya, Malawi).

  • Understand how satellites fit into digital transformation strategies, referencing World Bank and country experiences, plus relevant literature.
